OSSGA has received clarification from MNRF on issues related to the implications of the levy on recycled aggregate in the regulation 244/97 and the status of recycled material counting towards site tonnage limits in section 71.1 in the ARA.

 

Fees will only be charged on aggregate that was excavated at the site of a pit or quarry (e.g., not on aggregate brought onto the site from elsewhere or recycled aggregate).

 

In addition, they have clarified the section 71.1 of the ARA has not been proclaimed, so currently recycled material that leaves a licensed site will not count towards the tonnage limit. The estimated time frame for proclamation is 3 years. Once proclaimed, however, all recycled material leaving a site will count towards that licence’s tonnage limit.
